（亞洲經濟通訊社記者張俊明特稿）舒本華曾說過：「所有偉大的觀念都要經過三個階段：在第一個階段，它們被當成笑柄。在第二個階段則遭受到強烈的反對與抵制。到了第三個階段才被大眾認定是真理。」
非營利組織的投入及參與有以興趣、使命或是信仰為動機，其目的多以造福人群，在造福人群的理念中，每一個非營利組織都各有自我的願景，而這個願景的追求與實現過程中，誠如舒本華所言，從一個被人認為是理想空談，在經歷過實現的努力與演變之後，逐漸被大眾所認同，並成為大眾所認定接受的真理與趨勢，十幾年前台灣街頭四處可見抽煙者吞雲吐霧，董氏基金會提倡公共場所不吸煙；拒絕二手煙等口號行動，被多數人視為空談笑柄，時至今日，禁煙行動不僅獲得廣大社會民眾的呼應支持，亦促成政府制定煙害防治法的實行與落實。

有關「非營利組織」的定義眾說紛紜，不論從經濟學觀點的市場、政府失靈論，或從近因的四大危機、兩大革命，甚至其它政治學觀點、社會學觀點等，非營利組織的興起不外乎反應時代的需求與公民社會意識的潮流。台灣在民主轉型後，隨著威權社會的解放與言論、結社自由意識的抬頭，倡導各種服務與使命的非營利組織如雨後春筍般的出現與發展，2000年政黨輪替後，台灣社會又邁向了民主化的新里程，亦開啟與促進公民社會理念的落實，包括公民意識、環保生態、社區生活等公共議題，融入了民眾的生活圈，成為民眾生活的一部分。

另一方面，政府治理在民營化政策中，也促進非營利組織在使命與業務發展的新契機，政府公共業務透過契約委託非營利組織代理執行其服務，如老人安養、經營托育、身障服務、就業訓練等等，民營化的過程充分利用與非營利組織的合作，來滿足社會、民眾的各種需求，從而實現公共利益。

在追求造福人群的理念中，回顧台灣非營利組織的發展過程，一群群充滿理念與使命的勇者，在堅持信念、不畏挫折，步履闌珊、奉獻努力，最後獲得接受認同，台灣正進入多元化的社會，有更多的衝擊與挑戰在改變每一個現狀，政府的功能也面臨著前所未有的限制與問題，台灣族群的開創力與韌性，亦反映在非營利組織的崛起與發展，更意味著台灣社會改革與進步的新契機。
