(亞洲經濟通訊社記者張俊明報導) 興起於英國以解決社會問題為目標的「社會企業」在國內是一個新的經營型態，為發展與推動國內社會企業經營管理人才，輔仁大學今年首開先例，開辦「社會企業碩士在職學位學程」，第一屆預計招收14位在職研究生。
相較於營利事業、非營利組織及第三部門，「社會企業」在國內是一個新的經營型態，東海大學行政管理暨政策系第三部門碩士在職專班助理教授陳秋政表示，社會企業從英國興起，是一種整合性的經營型態，以解決社會問題為目標，而不是為了股東或企業擁有者謀取最大利潤而運作，例如，某些社會企業以僱用身障人士為目的或是透過營利方式支持某種社會弱勢族群，基本上是一種公益型的營利事業，因此，社會企業雖是營利事業，但更應著重在其公共性與公益性的精神。

目前國內有關於「社會企業」相關理念與實務的推動，普遍由非營利組織及學術界參與，如：國際專業管理亞太年會、台灣國際專業管理師學會、台灣公益CEO協會、台灣社會企業創新創業學會等，另外，國內各大學也有不少學者投入研究與推動，其中輔仁大學管理學院在2009年成立「社會企業研究中心」積極投入社會企業的學術研究及人才教育活動。

輔仁大學社會企業碩士在職學位學程主任胡哲生教授表示，輔仁大學今年首設「社會企業碩士在職學位學程」，招收14位在職研究生，社會企業要兼顧社會價值與獲利能力，因此該碩士學位學程將以培養社會企業的專業經營管理人才為目標。

胡哲生強調，社會企業著重社會公益關懷，因此，研究生的課業除六成的訓練在符合社會企業的經營管理知識外，另外有四成將參與社會企業的實習與服務。陳秋政也指出，目前社會企業在人才環境上，公共行政與社會工作領域的資源較多，而經營管理與企業創新方面較為缺乏，輔仁大學管理學院的投入，正可強化這一塊，對社會企業的發展相當有幫助。
